What do the statements on the right by the Tokyo authorities mean?

This means that although your comrades-in-arms have been fighting furiously in various parts of the Pacific, the Allied Forces are steadily advancing toward the Japanese soil.

The time has come for the overly ambitious military authorities to no longer hide the miscalculations they have made. But, knowing that they have no chance of victory, can we say that the military authorities, who are willing to let you all die needlessly in order to save their own face, are on the right track?
