皆さんは戦争の後で生けてお国へ帰る事が出来ます。

You will be able to return home alive after the war.

皆さんがそこにいるのはただ死ぬだけです。

The only thing you all are there for is to die. (The authors made a typo, 迄 does not read as だけ)

我が軍に投降すれば心配する事はなく親切に取扱はれます。

If you surrender to our army, don't worry, you will be treated kindly.

食料も與えられる上、負傷者及病人はなおるまで我が軍々医が世話をします。

Food will be provided, and the wounded and sick will be cared for by our military doctors until they are well again.

それで皆さんは戦争の後で家に帰して働く事が出来ます。

So you can go home and work after the war.

朝鮮の人達も同じです。

The same is true for Koreans. [The surrender offer]

手を上げて我が軍へ来る事、これは皆さんの命を助ける為のたった一つの良イ方法です。

Come to our army with your hands up, this is the only sensible way to save your lives.

出来れば此の紙を振りながら来なさい。

If possible, come waving this paper.
