日本軍将兵諸君

Officers and men of the Japanese Army

情況の絶望的なる事は御承知の通りだ、而して其責が終始敢闘した諸君の上にない事も亦明な点である。

You know that the situation is desperate, and it is also clear that the blame does not lie with you who have fought so bravely from beginning to end.

今日なほ諸君が其生命を保っていると云う事は全く天の意である、天命に従い戦後の日本に尽すこそ現下諸君のとるべき真忠の道である。

It is the will of the heavens that you are still alive today, and the path of true loyalty that you should take nowadays is to follow your true destiny and serve postwar Japan.

無益なる死を択ばず当方に来たまえ。

Do not choose a futile death, rather join us.

国際公法により公正なる取扱を受くるは勿論、医薬食料の必要なるむきには直にこれを支給するの用意がある。

In addition to being treated fairly in accordance with public international law, we are prepared to provide medical and food necessities immediately.

うらの英文は「この人々はもはや敵對を止めた人々であるから國際公法にもとづき親切に取り扱い最寄り上官のところにおくるべし。」とかいてあり左の八字で結んである。

The English text on the back reads, "These people have ceased to be hostile and should be treated kindly and sent to the nearest superior in accordance with international public law” and concludes with the 8 letters on the left.
